संविधान एक पुस्तक मात्र न होकर नीति नियमों, कानूनों,शक्तियों एवं उत्तदायित्वों का एकमात्र स्रोत होता है।यह विधायिका ,कार्यपालिका तथा न्यापालिका के बीच अधिकारों एवं शक्तियों का स्पष्ट विभाजन करता है ताकि उनमें किसी तरह का टकराव उत्पन्न न हो।

The Constitution is not merely a book, but it is the only source of policy rules, laws, powers and responsibilities. It divides the rights and powers between the legislature, the executive and the governor so that there is no conflict in them.
